Feature Limitations with NSI Unix Limited Command Set?

I've been frustrated looking for a backup/sync app that will recognize when files are newer on my Network Solutiond FTP server (shared Unix hosting) than on the HDD and skip over them, only copying actually newer files to the ftp server. I queried NSI and it looks like they support MDTM but not much more:
EPRT
EPSV
MDTM
PASV
REST STREAM
SIZE
TVFS
What should I expect from WinSCP as far as doing the equivilent of an incremental backup to FTP? My only goal is to keep nearly a TB of image files on the ftp server looking like my local directories.

WinSCP needs MFMT command to preserve timestamp of uploaded file, which is prerequisite to recognize that file was modified later.
