Network error-connection refused

I am using winscp script to mve files from windows to windows.

Frequently i keep getting this error


Network error: Connection refused

All the settings on both end looks ok.We are not able to figure it out exactly what happened

Please let me know how to solve this issue

So it happens randomly, right?
