No connection could be made because the target machine

I use WINSCP 5.0
Windows 2007 operating system
I use FTP transfer protocol
Commander Scripting

I manage a website using WinSCP. I receive this error message when I try to log on to WinSCP:

No connection could be made because the target machine actively refused it.
Connection failed.

I updated the website last week and all was well. I noticed that the site was no longer available yesterday afternoon when I went to update it.

So it seems your server is down. You should better honstact your server administrator or hosting provider.
