ctrl-zirkumflex does not work

I'm running winscp (3.6.1. build 221) in a german environment. So I have to presse altgr to get the zirkumflex "~". but ctrl+~ have no effect.

Is it enough to install german keyboard to reproduce the problem? Where are you trying to type the zirkumflex? Do you have the problem with certain input box only or in whole application?
