Is WinSCP what I need?

I do apologize for the vague subject line. My question should be easier to answer with a little background.

I own an accounting company that has a need to, at times, send and receive files from or send to clients. I was previously using a secure file transfer portal on the web site that hosts my web site. I had the ability to send files securely by setting up a password for my client and they would send the file after they entered the password. Each client essentially had their own area to send and receive files. Unfortunately, this service was discontinued by my web host so I am looking to set up a replacement service myself. My questions are:

1. Can I use WinSCP for the same purpose and issue individual passwords to each client?
2. Can each client have their own "area" to send and receive files?
3. One of the requirements is a server; do I have to obtain a separate server or can I just set up a server on my PC?

So my question, is this software able to to what I need based on the above description? Thanks!

WinSCP is just a file transfer client. So any account settings, rooting of the accounts and assigning permissions is out of its scope. It is a task for the server. Once you have the server and have it configured as you need, WinSCP is a client that you need.

Need help setting up WinSCP

Need help setting up WinSCP.
1.) Post install, I have a log in screen asking for a password,I don't have one as I've just installed. Baffled as to what do I new next?
Situation:
2.) I have client that will post a BIG file and wants an encryption code before upload I can't figure out how to do this, as I can't get past the login screen
