Wrong file timestamp on Win

When I view or transfer Linux files on/from machine set to UTC time, WinSCP shows 3 hours higher times in file timestamps (column 'Changed' in remote directory). My Windows has now its time set 2 hours ahead of UTC (because of daylight saving time, or summer time in Poland till late October). For example, under PuTTY a file has timestamp "Sep 19 07:00", and in WinSCP it is seen as "2014-09-19 10:00:14". The wrong timestamp is ascribed also to files transferred to Win machine.

What protocol are you using? What is your version of Windows? Please attach a full log file showing the problem (using the latest version of WinSCP).

To generate log file, enable logging, log in to your server and do the operation and only the operation that causes the error. Submit the log with your post as an attachment. Note that passwords and passphrases not stored in the log. You may want to remove other data you consider sensitive though, such as host names, IP addresses, account names or file names (unless they are relevant to the problem). If you do not want to post the log publicly, you can mark the attachment as private.
