Saving SSH keys and Error 151

Hello I am having an issue with a user saving a SSH key in cache. Every time I connect with this user account it seem to get the prompt to copy the SSH key. I have already verified that it is the same key being presented. I tried to fix this issue by cleaning out any cache in the registry in the registry by using the Cleaning Up Application tool and got and Error that said 151 Error 5 Access Denied. I have no idea what this error could be. My assumption is that it could be a group policy issue but is there any local group policy that could do this?

Start by upgrading to the latest version.
And then, please attach a full session log file showing the problem (using the latest version of WinSCP).

To generate the session log file, enable logging, log in to your server and do the operation and only the operation that causes the error. Submit the log with your post as an attachment. Note that passwords and passphrases not stored in the log. You may want to remove other data you consider sensitive though, such as host names, IP addresses, account names or file names (unless they are relevant to the problem). If you do not want to post the log publicly, you can mark the attachment as private.
