UTF-8 in passwords

UTF-8 in passwords

I've been told that WinSCP allows utf-8 characters in passwords.
Is this so?
If so, how would they be entered into the password field?
eg: if I want to enter a Euro sign, would I enter U+20AC, or e282ac?
Would it count as 1 character or as 3 characters?
What is the maximum number of characters allowed in a password?

There is no any special notes here https://winscp.net/eng/docs/ui_authenticate#password about maximum number of characters. In such situation it depends only on host's (server's) maximum number of characters allowed (+ rationality).

If I want to enter a Euro sig - then you enter €
