You can copy a local file to clipboard from a file system context menu (by default accessible using "System Menu" command in built-in WinSCP file context menu).

In WinSCP 5.14 beta, you can use standard Ctrl+C shortcut:

To paste local files copied to clipboard to remote directory, use standard Ctrl+V or Paste command (supported in all recent versions).
