Local X-fer speeds are that of my Wan Upload speed

When I transfer files from a decent Vista Desktop PC to a linux box on my local network, I am throttled to less than my internet upload speeds and if I pull the WAN cable from my router, it stops the transfer. Using 4.36 w the commander interface. I use VOIP & disabled QOS from my DLink router & rebooted both the router & Desktop. Also dumped WinSCP & started fresh. Never had this problem from this PC before. Can login to the same linux box from a laptop with normal transfer speeds of approx 2M/sec. Any ideas?
