Permission denied. Error code: 3 When trying to transfer files to a raspberry pi

I am trying to move a bunch of scripts.py to a raspberry pi and I get the error in the subject. I have tried changing Environment > shell to sudo su - with no results.

Win 7 to Raspian
V. 5.5.3 of win scp
File Protocol is SFTP

Looks like if I putty into the device and enter "sudo chmod 777 /home" I can write to it. Now I just have to do this for a ton of Pi's. There is no way to get winscp to write to a folder without opening it up?

I'm not sure I understand. Can you elaborate on this?
