403 Error Forbidden

I'm a student at a university and this is honestly the first time I've ever tried to upload anything onto the internet (essentially a dumby). This is as far as I've gotten. Every time I try and open my site link I get an error code reading "403 forbidden"... HELPME. Thanks!!

Where do you get the 403 error? In Web browser?
It seems to me that your website is running (at least for me):
