FTP acces denied, but allowed only for some users.

Hi, I am solving one problem. We use FTP transfer /Wincmd/ for transfering our data on our server. But it is not very safe. So can WINSCP works as FTP client? We need to access from one building /solid IP adress/ and from second building /solid IP adress toll/, but we use notebooks without solid IP addresses so do we have some possibility how to save FTP transfer on our server and have safe transfer?
