Connection reset by peer

Sometimes I can't connect to a server with my WinSCP, and I recieve an error message like this "Connection reset by peer". In this case I must restart the server! What is the problem?

I do not know what is the problem. If you must restart the server, then it seems as a bug on the server. What is your server?
