Regular FTP?

Is there a ways to use a regular FTP (port 21) protocol?

And any way to reference it from command/batch.bat file?

But do not overlook the usefulness of a regular FTP it has it's uses, at times there is no need for data to be secure i.e. download of regular programs, standard open data and docs... no bandwidth overhead... no keys...
