Specifying sftp protocol in command line

I want to specify to use sftp protocol because I want to be able to resume file downloads. For Example this is how I specified

winscp3 sftp://root:passwd@mymachine /console /script=example.txt user@example.com

Somehow it didnt resume file transfer after failing

Resuming is automatic only in 3.8. What version are you using?
