root vs. / <root> ... What's the difference?

When I log into my remote server (with WinSCP)as root the home directory is root. However, above root in the directory tree is another level / <root>. I am unable to access that level.

However, when I log in as webmaster I can access both root and / <root>.

It looks like root is a directory under / <root>. How do I configure WinSCP (or permissions, etc) so that I arrive at / <root> when I log in as root?

What happens when you try to access the directory?
