2 second time difference is ignored only in one direction

From what I read in the forums, when performing a synchronization, WinSCP ignores a time difference of less than 2 seconds. However, I find that this is true only if files on the local computer is older than files in the remote server by less than 2 seconds. If I perform a synchronization with Direction/Target directory set to Both, I find that files on the local computer which is newer than files on the remote computer by less than 2 seconds will be marked for synchronization. I am just wondering if this setting is intentional.

Both the local and remote computer are formatted using NTFS filesystem, but the problem occurs whenever I copy files manually from the remote server to the local server using a FAT-formatted USB stick. I am currently using WinSCP Portable 4.3.3.
