Bug reports without an attached log file are usually useless.
/etc/passwd and the shell had a trailing slash. Only the original password would work. Clue was in /var/log/auth.log
(I tryed also the commandpasswdwithout parameters)
The system confirm that password was changed, but where is it stored?
passwd work on Windows. I suggest you to change your password using Windows Control Panel and to regenerate the /etc/passwd file.
