Bug is initiated by receiving WM_GETICON message to early, initiating window creation to allow subclassing to early. WinSCP is not able to cope with this for yet unknown reason.
Temporary workaround implemented in 4.1.4 not to initiate subclassing on WM_GETICON reception.

Lowering priority, once workaround was proven working.

The same bug was reported on WinXP.
WinSCP receives registered message (0xCxxx) leading to the problem.

For WinXP problem:
Mails to/from Vladimir Synek on July 2008.
Workaround implemented in 4.1.6.
Subclassing is not initiated until window handle is assigned.

What is WinSCP?
