 Still not confirmed if it is client-side or server-side problem.
In the above case it happens with passive mode over explicit TLS, but that may not be the only case.

The same problem occurs with Filezilla 2.x and Altap Salamander FPT clients. On the other hand it works with Filezilla 3.x and FTP core lite.

 FTP server used above is ProFTP Server 1.3.1.
