Fixed.
Tested with plink used as "netcat".
WinSCP session:
[Sessions\netcat]
HostName=localhost
UserName=???
ProxyMethod=5
ProxyTelnetCommand="C:\\Program Files\\PuTTY\\plink.exe" -load netcat
ProxyLocalhost=1
Plink/PuTTY session:
"HostName"="localhost"
