It has been observed with FileZilla Server that it does not acknowledge STOR command after otherwise successful upload of large file. Hence it makes WinSCP think that upload has failed and restarts.

FileZilla client seems to succeed to work. But this is probably only because it seems to simply log "Timeout detected" log entry, without any retry attempt (which it does not support).

The same issue with Pure-FTPd.

Not checked if it the same server-side issue, but looks similar.

Quick and dirty solution: When connection breaks during transfer and after reconnect the target file has the same size as source file, do not restart transfer. Consider transfer successful instead.

What is WinSCP?

WinSCP is an open source SFTP client and FTP client for Windows. Its main function is the secure file transfer between a local and a remote computer. Beyond this, WinSCP offers basic file manager functionality. It uses Secure Shell (SSH) and supports, in addition to Secure FTP, also legacy SCP protocol. [More]
