I have sent you an email with a debug version of WinSCP to the address you have used to register on this forum.

Grabbed the Remote Navigation toolbar, got the icon with four arrows in all directions, tried to drag the toolbar to the bottom of the screen, got the error.

I do not need to be contacted. After getting the error, the toolbar is floating and can then be docked where needed. It doesn't seem like there are any bad side-effects.

I grabbed the top bar to move the window (on my 2nd monitor) by it looks like I might have grabbed some menu bar item and dragged up past the top of the window frame instead.

Dual monitor setup, different resolutions, different DPI scaling
Tried dragging unlocked toolbar, then the error happened
The program did not exit and I was able to continue moving the toolbar around
