Thanks for your report.After installing WinSCP on a Windows 10 PC -- where it had not been previously installed -- the install Wizard gave this message. WinSCP seems to open fine.

1. Run WinSCP
2. Hide a popup window that session selector by pressing a key "Esc"
3. Pressing the keyboard shortcut "Ctrl + Tab"
4. The error message was shown
