Issue 2381 – Restoring ability to restart Explorer to allow upgrade of drag&drop shell extension, when installing for current user, as after-restart replacement is not possible without Administrator privileges

Implemented.
The installer errors with:
C:\Users\marti\AppData\Local\Programs\WinSCP\DragExt64.dll
An error occurred while trying to replace the existing file:
DeleteFile failed; code 5.
Access is denied.
[Try again] [Skip this file (not recommended)] [Cancel installation]
– Meanwhile, when upgrading from WinSCP 5.13.2 (May 2018) and newer, it's safe to skip installing the DragExt64.dll (even if the installer is saying it's not recommended).
– Or you can uninstall WinSCP (keeping settings), restart and install the new version.
– Another option is to restart and attempt an upgrade right after the restart, before using Windows File Explorer.
The problem existed basically since WinSCP 5.9.2 (Issue 1458). But since WinSCP 5.13.2 (Bug 1644), the extension didn't need an update, so the problem was not visible.
