Why is the timestamp of uploaded/downloaded file different from the timestamp of the source file?

There are several possible reasons:

You have not checked Preserve timestamp transfer option.
WinSCP and the server interpret timestamp differently.
With FTP protocol it is not possible to update timestamp of uploaded file unless the FTP server supports MFMT extension.
