Can I undelete remote file removed with WinSCP?

Generally not.

WinSCP have remote recycle bin functionality. But it is disabled by default.

Some servers may possibly maintain their recycle bin or another feature allowing file recovery. But this is definitely not common. Viable solution may be to use local recovery features directly on the machine running the server.
