Remote batch execution prompts for passphrase

I need to run windows batch script from remote location via scheduling SW (Jams). All windows commands are executed as expected, WinSCP script, however stops to prompt for passphrase. When this same script is executed locally - everything is completed successfully. Same user name is used for both executions and the user has admin privileges. I attached two log fragments - one for local, another for remote execution.
