What protocol are you using? Do you get better results using any other client using the same protocol?

windows 7 download speed
My download speed varies between 25 KB per sec and 1.5MB per sec using WINscp. However, I run speed test and the speed is ok. I am using Windows 7. Is WINscp slow using Windows 7? what is the cause of my speed variation? I can download the same file again 5 minutes later and the speed will be at 1.5 MB per second.
