Afaik, Windows API currently does not support that.

Dark Theme / Explorer View - Expand tree arrows
In the "light theme" in the folder tree on the left, the arrows are very visible (black on a white background, and turn bright blue on hover).
In the dark theme, these do not invert in color, making them very hard to see. Would be great if these could be inverted.
