I have the same problem, and IpCop logs the attempt:
"20:26:47 sshd[619] Received signal 15; terminating."
"20:26:47 sshd[759] Server listening on 0.0.0.0 port 222."


Why is this!?

Either there is nothing listening on the port or some firewall prevents you from connecting.

Network error: Connection refused

On trying to connect using WinSCP 3.8.0 (Build 312)to my IPCOP on port 222. I get a "Network error: Connection refused" error.
Any suggestions please?!
