If you are asking, if the administrator of the server, that you connect to with WinSCP, is able to see, what files did you access/read – then yes theoretically s/he can. But in practice, it's usually not monitored/logged.

If you have a shared WinSCP with a class/group of people. Is the system admin that created this class able to see what folders you click into? Are they able to see if you open files in certain folders?
