Thanks for your report.

I have added this issue to the tracker:
Issue 1993 – When installing an extension from a file, it is always saved in UTF-8 with BOM, disregarding the original encoding

WinSCP extensions stored in %APPDATA%\WinSCP\Extensions are encoded with UTF-8 including a BOM even if the original extension is encoded with ASCII. This is a problem if the extension is written as a batch file. cmd does not support files with BOM. Is there a workaround for this?
