WinSCP.exe fails to run on Windows version 20H2

I recently upgraded my Windows version from 1809 to 20H2. Since then, I'm unable to use WinSCP. If I uninstall the program, reboot, then reinstall it (WinSCP-5.19.1-Setup.exe), I can use it once. But if I close it and try to reopen it, the WinSCP window does not launch.

Windows Event viewer under Windows Log -> Application has the below error message:
