WinSCP uses system-wide settings, if you have //Automatically detect proxy settings// selected (the default):

If it does not work for you, please tell us how exactly do you have the system-wide settings set.

Update-Search needs manual Proxy-Settings

Menu/Help/Update-Search (german: Suche nach Aktualisierungen) requires manual setting of Proxy, even if System-Proxy is set in Windows 10. It should work like that:
If Search-Update fails, then check Windows-System-Proxy-Settings and use these (or ask for importing them). What is the reason/benefit for System-wide-Proxy-Settings, if I have to adapt different tools (not all!) manually? (this issue also affects Notepad++).
