Additionally, Clean Up before import does the trick. Then result is correct.

At least versions 5.19.2 and 5.19.4 when importing ini-file settings (created on other computer) does not clear old sites even it warns that it clears old settings.
Immediately after import, it shows only new sites from ini. But if you close that window and open it again "new session", it shows both old and new.
