Hi,
I have the same problem with WinSCP application version 3.8.1. In the version 3.7.6 I've never seen this problem. The sshd daemon I've tested it with is running on Solaris 8 and 9.

For example, I have local file dated 24.05.06 21:37, I upload this file to the server. In preferences:
( ) Server works in UTC time (adjust DST locally)
() Server adjusts DST
after upload on Far panel I see 24.05.06 22:37 for this file, but on the server file has right time: Май 24 21:37
