Presets cannot be used for this. And you cannot do what you want with WinSCP.

Presets not working / Am I using this right?
I'm trying to set up WinSCP so that when I upload a PHP file, it s permissions are set to 700.
I tried creating a preset called PHP with a local dir. mask of *.php and the upload option set permissions rwx------. when I upload test.php, it gets 644 permissions. I have no other presets aside from the default/text/binary/exclude temp/ that are there by default.
