Yes, that's how it is currently implemented.

I have added a request for improvement to the tracker:
Issue 2344 – Non-blocking local-local file copy

When copying between map network drives it is using Windows Explorer and will not let me copying multiple files it became unresponsive and when that file completed only then I can start another file. But when I copying between attached storage to remote site with FTP it is using background copying.
