Our access to this server is via PuTTY and WinSCP. The command line shows full 777 permissions for the folder in question but WinSCP does not show write permissions for the same folder.

By "WinSCP does not see the write permission" do you mean that the permissions WinSCP shows in file panel are different than what you see e.g. in ls command output?
This all looks like you are are connecting to a different server with WinSCP that with console.
Did you try another SFTP client?

Permissions

I have a Ubuntu 24.04 server with sudo access that I cannot copy files to a folder with 777 access. Path is /var/local. WinSCP does not see the write permission. In addition, if I copy the files to my home folder WinSCP can see them but when I run ls from a command line they do not show up. Any ideas why. I do have several other 24.04 servers running with no issues at all.
