Why is the per User install 64bit but the per Machine 32bit?

I'm working on some automated cleanup and installs using PSADT and Intune and there's a bit of an anomaly and I'm not sure if it's the tools I'm using or the WinSCP installer is doing something odd.

If an existing install used the .exe and was done per user, the application is indicated to be 64bit according to the output from Get-ADTApplication (part of the PSAppDeployToolkit). If the install is done system wide, it comes back as not being 64bit.

I don't know if this is yet to be relevant to my task as I'm still working through things however I am curious to know what is correct. Is the tool broken or is there indeed a difference in the installed applications.
