Winscp and policies on windows 2003 server

Hi,

I have a problem ! We installed winscp and tested it and everything was fine...But we had to put some very strong policies on our Windows 2003 servers. We used template found on Microsoft site. And now, when we try to connect we receive : "subsystem request for sftp".
I don't know what setting(s) i have to change.
