Using WinSCP to log into a Windows 2000 host running RemotelyAnywhere 5.0 SSH

When attempting to log into a Windows 2000 running RemotelyAnywhere 5.0 SSH (supports SCP) the following error occurs:

Authentication log (see session log for details):
Using username "myusername".

Server sent disconnect message
type 2 (SSH_DISCONNECT_PROTOCOL_ERROR):
"Not allowed to execute arbitrary commands."

Please advise.
