Abysmal Speed Over Gig-Ethernet

I have noticed a lot of threads complaining about speed. However, recently this is a problem for me. I have a fast network, and WinSCP is only able to Transfer at 1.7MB/sec. Now, that might seem fast - but my Linux boxes are hitting 29MB/sec, and my MacOSX box is the same.

Can anyone help me?
