"no route to host" error; proxy

I have just switched over from a direct connection to using an automatic proxy configuration URL. Without it, I can only access sites from my university. winscp (version 3.8.2) was not able to connect before I changed to the automatic proxy configuration and still is not able to.

I receive a "no route to host" error. I assume I need to change the proxy settings in winscp, but I don't know what to change them to.
