No. It may just mean that your SFTP server does not support UTF8.

Local : WinSCP 4.05 on Vista (32), remote Ubuntu 7.10

When looking at files or transfering them, files with accents get some troublesome letters instead of the accents. I can't see any caracter encoding options in the preferences.
