can you state where in registry it is possible to edit the mentioned ini file location?

It cannot be set in registry. It is set by the /ini switch as mentioned above.

Please read documentation.

Re: Is there any way how to change the winscp.ini file locat

WinSCP uses registry to store the configuration by default, so you should not have a problems with that. What version of WinSCP are you using?
Anyway, you can use /ini switch to change location of an INI file.
