"Server sent command exit status 2 message"

I hope someone can help me with this. I have a Raq webserver with many virtual domains. I can use sftp OK to get the ones which have telnet/shell access enabled(my domains only). The problem is that I need to be able to allow one user on a virtual site to be able to use sftp without having to make that user a site admin, and grant telnet/shell access to that domain. Without this level of access I get the error message above.
How can this be done?
Anyone any ideas?
