This should give you some clue.
Obviously you cannot use WinSCP is SCP mode with Savannah. See Requirements. Try to select SFTP instead on login dialog.

How to log in at savannah (savannah.nongnu.org) to upload files with WinSCP? It always complains about "Error skipping startup message (and something with bash)" and: Connection has been unexpectedly closed. Server sent command exit status 1.
